Neutrino oscillation studies as well as new insig hts into the muon and tau lepton sectors are also included. It continues t he tradition of regular scientific meetings\, first started in 1993 at the Laboratori Nazionali di Frascati under the name "Heavy Quarks at Fixed Ta rget"\, and widened in 2002 to include leptons\, with the workshop being r enamed to its current form.\n\nThis marks the hosting of the HQL Conferenc e in China for the first time.
